You can probably think of it as a hierarchy of 'hero worship'; "feed MP's and Pow to your recruiter so that he can ascend the ranks and share his new wisdom with you... then you can ascend as well"!

The history for Maculus the Monitor, from the coders is similar to this, except that the EWF was really trying to create a huge dragon using human spirituality. There is plenty of room in the descriptions from KoS to argue that they had a partial success and that this is the source of the Black Dragon that eats the new Temple of the Reaching Moon is Sartar. It is described as being completely unknown previous to this appearance.

RQ2 and it's modules repeatedly stated the belief that Wyrms and Dinosaurs are, or are descended from, dragonnewts that left the Dragon Way due to uncontrolled passions like greed, lust, and rage. Wyrms seem to have a lust for knowledge, don't they?

Interesting variant interpretation. I read this to mean that there are heretical Priests and Magicians in Kralorela (i.e. Path of Immanent Mastery and others), not that all Priests and Magicians in Kralorela are heretics. My feeling is that there is disfavor toward the Emperor and the Exarchs because they tolerate and use groups like Immanent Mastery to run the country.

This doesn't change the published fact that there is one or more wings of mounted Dream-Dragons if Kralorela, although they might be coerced into service.

It has always been a confusion to me whether Godunya serves a True Dragon as his representative, or is considered to be a True Dragon in human form.  Who is the real Dragon Emperor?

Were the EWF really trying to create another Dragon Empire like Kralorela, and got sidetracked?

It may only be true in my campaign, but I still prefer the interpretation that Immanent Mastery is a heretical subset of draconic knowledge brought to Kralorela by the godslearners.
