Both. Doing things Very Slowly is a very Mostali thing, IMO. True Stasis is boring in the game, and since the world is broken, it is no do just letting it be. Repairing it slowly and carefully, now that is another matter. IMG the Dwarves continually make inventions of various kinds, but the necessary test processes means it takes helluvatime before they are used. Also means PCs can be issued 'prototype equiment' that needs to be field tested a lá Paranoia. If they refuse, they are obviously Broken... On the other hand, it can be used as an excuse to introduce _useful_ stuff to the PCs as a reward. GM's choice.
