It will certainly enable you to do so - though, at least to begin with, no more so than RQ did. However, an ElfPak, nay, a whole whopping trilogy of Elf books, is planned for HW at some undefined point in the future. AFAIK, nobody's writing this yet, and, even if HW is stunningly succesful, it certainly won't appear until 2001 at the very earliest, but it's in the plans. Which is a start.
