Moon Boats are *extremely* vulnerable to the effects of Storm. Think what controlled, directed winds, thunderbolts and lightning-strikes could do to something so fragile. The Orlanthi defenders of Karse would be picking them off like sitting ducks. And besides, Moon Boats are *expensive*, too.

Agreed. It is, however, extremely useful as a cultural template for a more "Eastern" and more "religious" version of the Roman Empire.

I find it hard to believe you are arguing that the Lunars do *not* have a "byzantine" bureaucracy. (NB: in English, the adjective byzantine means confusing, introverted, unnecessarily complex, dysfunctionally baroque and secretive...)
