They have hardly 'taken over' IMO. Bishop Valkaro, ex Bishop of Sodal, present at the 5th Ecclesiastical Council of Malkion (825) on the Caste Commitee (reference is from the Sog City Guidebook) clearly had a view to set up a society where the 'best' caste' (in his opinion) rules. Either he had his 'Wizards are good for us' view during the council or was convinced of the failure of the 'Lords are Best' tradition after the failed invasion of Brithos.
