Yelm's Happy Faces

Has anybody thought of what the meaning is of all those happy faces on Yelm's toga (as seen on the cover of FS and on the God's Wall)?

Is it a hint at some deep secret of Yelm? Or maybe just a message from the bearer of the Sovereign Mantle of Justice that he is really a happy-o-lucky chap under all that jewellry?

Maybe it is a show of love and devotion to his wife by wearing a really tacky toga she bought him (kind of like the ties I wear).

Or was it a trick by Rakenveg played on Lodril as he made the God's Wall. Or similarily could they be boggles hiding in the creases of his toga?
