Heortlings ruled Dara Happa (ineptly and briefly) after the destruction of Nysalor's Bright Empire. The Dara Happan Empire was taken over by the EWF (based in Dragon Pass) in the middle Second Age, when the Golden Sun Dragon became Dara Happan Emperor. And in the Third Age, when Sheng Seleris ran rampant across the Lunar Empire, the Tarshites were nibbling away at the southern flanks of the Empire.

First Age rule had nothing to do with Pent. The story is that the Horse Lords were driven out to Pent when they were expelled from the cities. That is, Pent was "invaded" from Peloria in the First Age.

Not so since the Nights of Horror, when (as any fule kno) the Pentan Nomads were driven to virtual extinction. The depleted remnants of the Pentan nation can surely represent *no* military threat to the Empire... :-)
Besides, the mythic "struggle for the Middle Air" dictates that the Red Goddess must confront and overthrow Orlanth on his home ground. Which process she has now just about completed. In these terms, the Lunar Empire belongs in Dragon Pass in about the same way that Richard the Lion-Heart belonged in Jerusalem.
