Mammoths and elephants (e.g. in Teshnos) aren't the only possible source for ivory. Besides walrus ivory (from Ygg's Isles or north of the Thunder Delta) there is a distinct possibility for dinosaur ivory e.g. in Dragon Pass or the Elder Wilds.

And even rare dragon ivory, too...
