I suppose the strongest rain spirit for the Praxians is Little Brother, aka Orlanth West Wind. Subsuming Heler. Whenever Storm Bull manages to keep Little Brother out, Prax stays nice and dry, and those pesky settlers get to see the dry side of Prax, while the nomads go on living as they always have, and the Oasis People likewise.

Or better vice versa: Urox has not seen too much detail, yet, while Praxian Storm Bull has seen fairly thorough description.
