The vendref are tied to the land, being farmers.

"Migrate" is perhaps too loaded. The Grazers do pick up their tents and move, but they don't have lots of land available. They're really just moving from summer pastures to winter pastures. It's a pretty short ride back to check on the vendref to make sure they aren't fomenting rebellion.

Ever tried to fight someone on horseback? Plus, they aren't allowed any of their militaristic deities (except Hiia, who is sublimated to serving the Feathered Horse Queen).

And they do join up with Heortlings from time to time.
