There has been a struggle to be a legitimate Shah (could be Vakthan Ilart), a legitimate Hierophant, and now there is a struggle to find the legitimate Emperor of Dara Happa (following Yelmgatha's death). The 'punchline' of the legitimate Shah plot is that the 'legitimate' Shah is the one that has the power to actually 'be' Shah. There was no magical 'Mantle of Sovreignty' (although there was a quest to gain such an item, it was essentially to convince the Shah of their own self belief, (an important point, you cannot be Shah if you do not believe that you are Shah, I would think ditto for the Red Emperor).
