Jarst lies between the Oraya Sultanate and the Elf Sea whereas Garsting lies on the other side, between Balazar and the Elf Sea.

There was a comprehensive list once in Wyrm's Footnotes which seems to have been too ambitious...
Balazar itself was a blank land for a time (as a result of a shortsighted decision on RQ3 product releases - they didn't want to put out a regional supplement before the Glorantha boxed set) but Greg has great difficulty in remembering it and it's now unblankified.
Others described in the Genertela boxed set are:
Retrint: In Fronela, upriver from Sog City and Akem.
Lalia: In Ralios, bordering the Troll land of Guhan.
Zon Am: An Isle in southwestern Kralorela.
Some lands around the Skanthi Wilds in Dorastor were described as blank lands in Dorastor: Land of Doom.
According to Missing Lands:
Sulayz: In Umathela (Northwestern Pamaltela).
Zalasfan: A city in Fonrit, Northern Pamaltela.

Somewhat. There's little point in them as much of Glorantha is practically blank and will remain so for quite some time yet.
