Talk to Wizard's Attic about publishing it yourself!

Certainly the same as other game companies. Most people with a new game submit it to first their favorites, then who they think might still do it, then everyone else. 99% don't get published.
Volunteered material that is given a go ahead has a much higher acceptance rate, but still has plenty of problems that accrue.
Assigned material (with contract) is almost always accepted, though often with major reworking.
