Not the Celts. Most of the Celts saw the benefits of Roman civilisation and signed up (I resist the temptation to go into the 'What have the Romans ever done for us?' speech). In the case of Britain, the Romans successfully defended the island for centuries, it was the Saxon invasions after they left that pushed the Celts back into the fringes.
