how about the following?
Recreate the events leading up to her involvement in the Lightbringers' Quest. She encounters Flesh Man and, resisting the arguments of her son Arroin that she should remain passive, she sets off to deal with the wound in the cosmos. En route, she becomes one of the Lightbringers - perhaps the quester must pursue "Flesh Man" (any mortal, preferably insane?) across dangerous/chaos-infested territory (actually following a path taken by "Eurmal") before finding common cause with the "Lightbringers" (at this point, consisting of "Orlanth", "Lhankor Mhy" and "Issaries"). The quester would have to persuade the "strangers" to help with her mission. Could be undertaken by a healer who needs help to heal a great injury/plague or chaos infestation.
Or perhaps emulate her part in the negotiations between Yelm and Orlanth at the culmination of the Lightbringers' Quest. Perhaps to bring peace between warring Storm/Solar factions? This, of course, leads up to her attempts to heal her son Arroin, where she enlisted Yelm and Orlanth's help (and that of the nymph Zotulla?).
Or, a quest to persuade "Yelm" that she should be a part of his Celestial Court. She might have to rebut the arguments of other, jealous gods and goddesses that she "isn't as good a healer as me" ("Dendara"), cannot fight his foes ("Yelmalio"), "cannot negotiate as well as me" ("Lokarnos"), etc. Perhaps she has to perform some act of harmony/peace-making or healing to defeat each argument, until "Yelm" finally accepts that she has the right to be an honoured part of his court.
Find the way to the Land of the Dead, so that the quester can learn the Resurrect Other secret?
Force the quester to defend foes that she has subdued using her peaceful
abilities against her own, more war-like allies. Perhaps someone who seemed
like they might be an enemy at first could prove to be an ally in the long run.
One possibility could be to persuade "Orlanth" and "Elmal" to ally rather than
allow their initial hostility to lead them to mutual destruction. Perhaps it
was Chalana Arroy who persuaded them to talk to each other rather than fighting
again.
One idea - could Elmal's ability to "knit himself back together" (as in King of
Dragon Pass) be a gift that Chalana Arroy gave him during these negotiations?
