Almost. _Five-Twelfths_of_Heaven_, by Melissa Scott. Series starts with this, followed by _Silence_In_Solitude_ and _Empress_of_Earth_.
Out of print now, but worth looking up. It is a bit rough in spots (I think it was her first book) but still good.
