My guess is most characters will be devotees, so they can learn the secret, but our group hasn't created characters since these distinction were added.

When an Initiate attempts one of the listed feats, there's the standard -3 improvisational modifier. If they try to improvise a brand new feat, I'd give them a -5 or greater modifier (and would give -3 to a devotee trying something new).
