I had always believed that it was a praxian article of faith that the only
carnivores to be allowed are:
Humans (by winning contest)
Morokanth (by winning contest)
Hyenas (as reward for hiding Genert).
There may be some others (basamolli, some dinosaurs, giant vultures, broos)
But they are there because they are difficult to kill. Even then it is
considered
1) a bad idea
2) religiously weak
to let them live.
Now actually keeping and raising animals which were not involved in the
covenant....
That gets you excluded from The Paps, and visited by the Stormbulls.
