In a way, the Vithelan Phoenix can be said to be draconic as well. Dragonhood (in the Kralorelan sense) is a spiritual state of a mystic kind. That is not too far from Vithelan mystic states. To people from central Genertela, Kralorela is possibly the least unknown part of the east, so it is understandable if people in Dragon Pass pass off anything eastern and mystic-related as Kralorelan and draconic, simply not differentiating the eastern stuff.
