I guess we will never know, but my suggestions are:

Sartar himself
Some sort of Brown Dragon (unlikely)
Orlanth (who had been chained by the Lunars?) Someone from the Household of Death, like a legitimate heir (bad idea) A new Arkat (instead she got Argrath)
