I'm unaware of that source (if it exists ?), but here's a well-informed opinion (please listen to Led Zep whilst digesting it ;-):
Urain is the Bad Wind ; and he commands most of the Evil Wind, Rain, and Thunder daimones. His Black Dog would be an odd cloud, most likely, as there are Sheep, Hawk, Alynx, Horse, and (rare) Dragon clouds (among others). Other than that, there's not much that I'm aware of concerning Cloud Dogs, or Urain's clouds. Other than the fact that both (Dogs ; Urain's clouds) exist as rare cloud types.
Bad Dogs are mentioned in KoS pp. 71 & 76.
Extrapolating from the info that I have and these short references, Black Dog clouds could be Bad Rainclouds that were dead, sterile winds, and Fire Breathing clouds (exotic lightning). Darkness creatures certainly, and perhaps similar entities to ZZ's servants
Their chief is Kang Rowl the slinker, the dog like a cat ; so these would be beings of the Middle Air.
All debatable.
