There is a bit of a shortage, but it was a deliberately extreme example. Then again you do have the TV series 'The Knock' based on Customs and Excise. Not heroic fiction as such but could easily be used as a basis. In fact it would make a rather good hero band for Lunar characters, I'll try and put together a draft.

No more so than any other non-combatant specialist such as Lhankor Mhy. Certainly there will be far fewer tax collector heros than soldier and warrior heros but more than the Lunar Travel Guides which appear in Hero Wars.
