All good Kralorelans know that ocean travel was made impossible by the Blue Dragon of the Deep (Glorantha 196-7). The strange rituals foreign devil sailors get up to have absolutely no bearing on the fact that the Dragon isn't sinking their ships anymore - it's all Godunya's doing. The relaxation of the ban probably isn't complete; the Dragon nabs a ship every now and then to keep everyone on their toes. There is no relevant difference between dwarfs and other devils...
