The same difference between God and the world, or between Brahman and Samsara.

>Ideally speaking, Utuma can be used to perceive and effect that which is

Which is like trying to perceive and effect that which is outside God (Orthodox Kralori cosmology states that the Cosmic Dragon did it to create more Cosmic Dragons). That said, there are Kralori that do believe something of the sort:

Sekeveran cosmology states that the Cosmic Dragon devolved
itself so that he might experience the Ultimate, a course
that attained completion in the reign of Emperor Sekever.
But the lesser dragons formed by this devolution could not
understand its purpose and so reversed it, marring the bliss
of the world. Since that time, Dragons oppress Kralorela by
preventing it from reaching the Ultimate.
