Depends on the army, modern armies tend to rely on conscripts and short term volunteers but that was unusual in the ancient world. More common then were part time soldiers, who varied in quality from semitrained  to highly disciplined or long term volunteers. In both cases young recruits were inducted into existing units, learning by working alongside experienced soldiers.
