How is there any difficulty fitting the Imperial Army to this paradigm? They are from a civilised state, with civilised values, fighting a barely urban tribal based society. Sounds exactly what you want to me.

I admit to being puzzled. Why would the Empire be classed as disorganised to the point that they can no longer be considered apt at fitting the barbarian vs civilised paradigm?

As far as I can see the Empire is highly organised and has managed to do what few Empires controlling vastly culturally diverse groups have done - create a cohesive combined arms force.
