The core is provided by the Emperor and other divine centers of power, all coordinated by a central staff of demigods on the moon.

This is a key to all the discssions.
Also, please understand that Persia is a much better model of the Lunar Empire than Rome.

Everyone can do all of Glorantha a lot of good to rid it of this fallacious analogy.
The soviet model is entirely inappropriate.
