Emperors are numbered since the First Emperor, Murharzarm, back in the Good Old Golden Age. The Red Emperor (in all his guises) is traditionally counted as the 77th Emperor of Dara Happa (there are alternative means of counting Emperors which is why the number can vary). Thus Emperor 78 merely means that the Emperor who succeeded in 1628 dies in 1640 at the hand of the nomads.
