Ralios has two distinct cultures of Orlanthi, IIRC the Lanksti descended from Enerali and Dawn Age Dorastan stock, whereas the Delelans (and other East Wilds Orlanthi) are former Bemuri.

The Heortlings or Vanchites exiled there wouldn't, all the rest would. Both Lanksti and Pelorian Orlanthi follow the Alakoring tribal model.

ST will be Kerofinelan again. The Wenelians and Ralians will have to wait until official settings will be published from there.

Do you think of the Oranorans of Fronela, who IMO are distinct from the Jonatings?

The Westfaring never was a mass migration, and neither was the plundering of Aron. I think that Talor took a band of Orlanthi with him back to Fronela after the destruction of the City of Miracles.
