Worship of the Bishop-Saints is not misapplied worship but pure veneration for the Aeolians. Worship of the Divine-Saints is misapplied worship for the Aeolians. If a Heortling was to sacrifice to a Bishop-Saint (only an Eurmali God-Talker would do such a thing), then it would be misapplied worship. If a Heortling was to sacrifice to a Divine-Saint then he would be worshipping a Heortling God.

>Once this has happened, who is to stop theist barbarians from
>adopting this saint as a hero?

Nothing. But he still is a sorcerous hero and any sacrifice to him is misapplied. There is no way that he can become a theistic hero and have barbarians sacrifice to him without any problems.
