IMO they already have most of them. Before the Ban fell, there were a large number of sorcery orders throughout Loskalm that were grounded in the traditions of the Sog City University. During the implementation of Siglat's Dream, the orders were taken over by the Church or "converted" themselves into wizard orders "of their own free will after hearing of the beautific vision of Siglat's Dream".
