Elmal is no more subservient to Orlanth than Humakt, the other Lightbringers, or any of the other gods in the Storm Tribe. Like every other God in the Storm Tribe, Elmal willingly accepts Orlanth as the leader of a free people and knows that Orlanth's decisions are best.

Elmal is unusual in that his worshippers can function as leaders in the same way as worshippers of Orlanth or Ernalda can (unlike Humakt or Issaries say). Clans that have a history of Elmali leaders are known as Elmali clans and there is no shame in having such leaders, anymore than being traditionally ruled by Ernaldan Queens is.

Most of the Elmali worshippers in Old Sartar (i.e. excluding Aldachur and Alone) switched to Yelmalio worship as a result of an obscure religious struggle. They have defected to the Celestial Pantheon in other words. Followers of the Storm Tribe (i.e. Sartar) still believe Elmal is the Sun God and offer prayers to him. They just haven't got as many Elmali worshippers as they had before.
