While the wyters of a subset of a community are not necessarily subordinate to the wyters of that larger community, they probably communicate and cooperate with those sharing population in common. I imagine that the leader of a community subset, as de facto master of its wyter, influences when it interacts with other wyters somewhat. If that leader is unavailable, the wyter may be able to contact another leader through the wyter which he or she commands. Thus a household wyter might contact a stead wyter, a temple wyter or the clan wyter (and perhaps even the warband wyter) depending on the circumstances.

Perhaps Issaries intended this to be a choice for individual narrators to make. The needs of the story certainly outweigh many other considerations, but some consistency should apply. A "possibly but not routine" answer would satisfy me.
