Of course, but an Uroxi cannot access Orlanthi storm powers that are not part of Urox. Also, Orlanthi cannot behave like Uroxi and use their powers in the same way because they are bound by all the other baggage that comes with Orlanth - e.g. social responsibility. An Orlanthi that behaves like an Uroxi, and tries to use his magic in the same way all the time, will be greatly weakened because he's carrying all the mythic baggage that says Orlanth doesn't do these things. As a result, it's meaningless to say that they are the same god.
