That's actually a God Learner mythological mix 'n' match, not a home-grown Orlanthi myth. But some Orlanthi probably believe it.
At the time of the Storm vs. Water wars, the Orlanthi believed that Heler was the Big Chief of the Water Tribe. Of course, Heler is much diminished these days...
