It's chronically impossible for the Harandings to be ex-Heortlings since they predate Heort. They are also not ex-Vingkotling since they claim descent from Orlanth through a different son (King Drorgalar).

Insofar as I can understand Thunder Rebels p143, the culture of the Durevings are basically that of the carls and steadholders.   The Lawmaking can be interpreted as the incorporation of Dureving cultural elements into Vingkotling society. In other words, the Durevings didn't die out when their lands were sunk - followers of Durev's lifestyle spread throughout the rest of Orlanthi society.
