A race of sorcerers with their undead servants. The sorcerers were powerful enough to take out the Red Emperor himself in the Nights of Horrors.
Personally I believe that the tower is but a guard post to the land of Orathorn. This was part of the land of the dead which bubbled up to the surface during the great night but never actually made it there. The land is a vast cavern
Thus the undead servants are actually dead people summoned by the sorcerers. Life is much better serving the sorcerers (who can always send them back) then in whatever hell they had been called from.
Of course when Sheng Seleris was around, he conquered this land and made part of it a pleasure-dome for his dead veterans. The sorcerers can't do much about it but are quite happy to allow outsiders to try and loot the pleasure-dome. The only problem is that the dead veterans are still there and they are tough.
