IMO, its a body of Church nobles which helps to define the correct path for Hrestoli Idealist theology (and, by extension, define what counts as heresy). It advises the Ecclesiarch and the secular authorities on theological and ecumenical matters and (to some extent) on the appointment of new nobles. More significantly, it controls the Holy Office of Hrestolism, which basically acts as an Inquisition.
Of course, Loskalmi being Loskalmi, this is a nice, cuddly sort of Inquisition which really *does* use The Comfy Chair and which has a chat with suspected heretics over a cup of mulled wine to convince them to return to the path of true orthodoxy. To outward appearance, anyway: the truth isn't quite so pristine, and is set to become even less so as the Hero Wars progress. Still, they don't use torture, since they think it induces people to just pretend they're repenting, and anyway, its not very conducive to Joy of the Heart. No; they want to genuinely change your mind and convince you that they're the good guys (which, of course, they are :-) ). It's when you *really* don't want to be convinced that things get... interesting.
