Since you specified "city," my guess is that it would be a near certainty. And in a big city, you might even have draconic architecture for them to live in (see the artwork in King of Dragon Pass).
Out in a typical EWF stead, you might not see anyone with a forked tongue. It could probably pass for a Third Age stead.
