Personally, I'd guess that 'newts don't use fire as a _tool_ in the same sort of way as humans do. Certainly they "have" it in the sense that it's a known effect of Dragon Magic (from the bad old days material, at least). Then again, what isn't?
Slarges and mostali I'd say have a more human-like relationship with fire (give or take).
