I guess they could summon it from Lorion in the sky world, but last time part of it was summoned into the mundane world that was his son Tanian, not really a deity mermen would appreciate if you count with their previous experience of him. Missing Lands p. 20 also says Lorion isn't worshipped unless by mermen who want to go to the sky world. I think they think fire is better left in the sky world. YGMV (a good plot IMO).

I don't know if they need metal weapons, with all that stuff they can find in the sea (fishbones, dragon scales, etc..) that are much lighter to carry btw and can be worked without having to do tricks of magic. Except sea-metal, but then it's sea-metal and they can work it with magic without having to make fire.
