Talor was a Knight that founded the Kingdom of Loskalm while Gerlant was King of Seshnela. Sharing a common foe does not necessarily mean that they share the same ideals. I would say instead that the Council was called to bridge the gulf between them as one doesn't call councils when there's nothing to be discussed.
