I seem to recall it implying (at least) what happens there, in that the evil circle of no-wind stretches out into Sacred Prax.
In any case, here's what I think happens in Sacred Prax and the rest of the Greatlands. First, it is a drought year, because Rain Man can't come at all. The chaos monstrosity has him bound. Second, this attracts the Storm Bull's attention. (For materialists, think of a low pressure area pulling in on a high pressure area. For mythologists, think of the Storm Bull coming to rescue his poor little brother. Again.) So, I think Storm Bull blows west, starting immediately (and out of season) and continuing for the following year (though the rear wind blows the other direction, resulting in foul fogs in Kralorela). And he continues to do so for 2-3 years, now that the chaos monstrosity in the near Outlands has been discovered. The result is an extended drought in the Greatlands. This, combined with the fact that every Bullman in the Plaines knows that the Bull turned his direction to the west, plus secret signs known to the High Llama people, plus other secret signs known only to your narrator, results in a sizable migration westwards. Sacred Prax is flooded with horrible nomads looking to kill Outlanders. Conveniently enough, we find some.
