I have a pet theory that the mundane world is sort of expanding over time. The continual grinding together of the three (four? more?) otherworlds generates more stuff of the inner world. This stuff sometimes builds up over time, then suddenly undergoes some sort of shift (phase shift, avalanche, whatever your farovite metaphor is), causing surges of magical energy that get channeled by inner-world events, like Gbaji, EWF, and Lunar empires. It takes about 600 years for the build-up to reach the breaking point. Maybe it is like static electricity -- not really all that useful, but it can give you a nasty shock every once in a while. If it is useful, it would indicate that, over long periods of time, common magic would become more powerful compared to otherworld magic. That kinda fits with the feel you get from KoS that the world has become more mundane.

The great thing about this theory is that it can be used to explain almost anything that you, the narrator, don't otherwise have a handy explanation for. Anyway, YGWV.
