According to Cults of Prax, Etyries merchants as well as Issaries ones are obliged to return pieces of Genert. Other merchants are not so obliged because it is a cult specific obligation inherited by Etyries because that cult was derived from Issaries. In actual fact only the Garzeen and Goldentongue devotees are so obliged, Harst devotees are not.
As to how this is done, I don't think that's known. The reference is to a legend of a "growing ground" in the depths of the desert to the east of Prax. Probably a heroquest which must be performed at a particular oasis in that desert. CoP gives the impression that it is an impossible task.
