I'd go for "Borderlands" - Working for Duke Raus gives you the option to have PC's from Orlanthi, Lunar or Praxian Backgrounds - The Weiss domain gives them a community to come from, without expecting them necessarily to be familiar with everyone who lives there. You are not far from Sun County, Pavis and the River of Cradles, so can easily bring in material from those settings too (and the original Borderlands scenarios give you a link to Griffin Mountain too, so you really can have it (nearly) all!

That's a much trickeier question, It largely depends, I guess on what sort of game you are looking for. Maybe an "oriental" game in Kralorea or Vormain? or a "jungle exploration" game in Errinoru? Alternately "How the West Was Won" gave me a taste for the Rokari, so how about something set amongst the Quinpolic league?
