+Lunar Citizenship
I want to suggest this topic from multiple points of view.....
Several Definition of the ruling echelon caste of LE....
*Cuitist of Red Goddess: In Gods of Glorantha (old), only 1% of LE
population
is the direct cultist of Rufelza, and they are all illuminated if I grasp
the concept of Illumination accurately.
But what is Lunar Goddess Aspects? Frex, read about Blue Moon story Ulurda (Orogeria?) in Silver Age, in Arir, some of aldryami and hunters still keep old style worship and reject the idea of Orogeria = Sedenya...... how about Gerra, Natha, Yelmgatha.....etc..?
Examiners (Agents of Order of the Day: FS) decide it.
*Illuminates (include Hellwood elves?): One type of Mystical Mindset. Maybe
except the orthodox teaching called "Order of the Day", other many teachings
and different versions induced in Fortunate Succession since Dorastor: Land
of Doom (RQ#3) are heretical but might be accepted. (See Peter Metcalph's
note for Illumination.)
*Selects (include Jernotian Mystic) In Glorantha ITHW, it might be equated
with citizenship....see Mark Galeotti's Saying in HQ mailing list, but I
have some doubts about it, for citizenship was confered by Examiners, but
even if examiners show flexible attitude to political agreement and
spiritual requirement needed for initiating Lunar Cult, I think there is
still room for the gap.
Maybe it is my fault to equate with Caracalla's reform to confer citizenship to all human in Empire....for taxation....

Only a few (less than 1 percent of LE) can use Lunar Magic. (Dorastor) Lunar Magic used by illuminates had skills as well as Sorcery to enhance "spirit magic"(maybe equivalent or similar to HQ basic magic) (Gods of Glorantha)
Seven Mothers (a sort of starter kit or pack for Lunar Way in Provinces) are also affected by Lunar Cyclical Effect. (Danfive and Jakareeli might not be affected, because they are under Blackmoon?)
*HW:
It haven't much mention about Lunar Magic except DH keywords, and a little
impressive, but not systematized mention of Mysticism.
*HQ:
Basic Magic seems to be applied to fill the gap of three otherworlds. (home
cantrips and misapplied worship area in HW, RQ 3rd Spirit Magic = RQ 2nd
Battle Magic, HW mysticism, etc...)

*Imperial Presidium (Much similar to Soviet Union same name office?) renamed

about this RQ-style, centralised and romanized style is not appropriate for
his own concept.
About Yelm Cult, if I can equate him with Orlanth role in Heortling Pantheon as Great God and host of minor aspects and gods, and I can ignore the difference of Solar Culture and Storm Culture.....maybe almost all rulers of Peloria and Dragonpass somehow belong to aspects of Yelm or Orlanth. (See Peter Metcalph's opinion about solar communal worship and rulership wielding great power through it. Maybe Loskalm and Kralorela have inferior versions of such LE system?)
