Here's the God Learner answer*: Death is the boundary and barrier between the surface world and the Underworld, and is either created by their interaction, or is the gap that prevents their interaction depending on your viewpoint. Thus the father and mother father of Death are the aspects, or forces of the upper world and underworld that bring this about.

Air is the 'breath of life' and also defines the space between things. Death is an impenetrable mystery, beyond mortal sight and perhaps 'born out of darkness' so these two are natural candidates for the upper and lower world forces that together define the nature of Death.

Jane Williams:

She gives birth to Death, which then defines her state by his existence. Since she is in the Underworld, she is dead by definition but that only means anything once Death enters the world. Humakt's mythology is about his understanding and coming to terms wit his nature.

That's a bit like asking why, since love exists, everyone doesn't just love each other.
