I have a rule of thumb, which I mainly use for narrator characters, which goes keyword rating = age, until you get to 1W2. Beyond that it is down to individual talent and dedication. I find it useful for deciding on abilities 'on the fly'. So a 28 year old warrior is Warrior 8W. If someone has split keywords I would tend to split it by number of years as Mark G did, so raised in the Empire for 7 years would get you a homeland keyword at 7.
