In this case under the basic character creation=20 rules, I think there is a case for only the=20 overlap skills being at 17!!! Yikes! However,=20 as a generous narrator then maybe i think that=20 you could choose which one you wanted to be at=20 17, which one at 13, with no bonuses accrued for=20 doubling up in this situation.
i created a charcter who was God Talke AND=20
Herder. I thought it reasonable that they would=20
both be at 17 as they ran side by side. There=20
would be no bonus for doubling up of abilities=20
for keywords in the same category=20
(Homeland/Occupation/Magic being the three=20
ctaegories)
